MP4 is a digital multimedia container which stores audio and video. MP4s can also store subtitles and still images within the container. The MPEG-4 Part 14 (known as MP4 also) format was developed in 2001 and based on the QuickTime File Format. MP4 files can contain metadata, and also supports Extensible Metadata Platform (XMP). Generally this is the most univerally supported format, and is perfect for uploading video to Instagram, Twitter, TikTok, YouTube, and pretty much any HTML5 website.
GIF stands for Graphics Interchange Format and is a bitmap image format. GIFs were initally released in 1987 on June 15th. The reason this format is so popular is because of it's portability on the internet. It supports animations and a separate palette of up to 256 colors for each frame. You may know GIFs today as the main medium for many popular online memes. While GIFs don't support audio or long video files, they might be a good format to convert a video into if you're trying to make a short GIF based meme that loops itself. You can also edit clips inside the Motionbox editor to make cool GIF based memes.
